If they were really smart

AND truly wanted the majority of U.S. forces to leave Iraq,

the "insurgents" would go on holiday for the next 18-20 months...

if the sunni, shiite, kurdish, and al quaeda "insurgents/militants/terrorists" truly wanted the bulk of U.S. military forces to be vacated from Iraq, they would cease the suicide bombing, IED planting, kidnapping, death-squad-ing, etc. for the next 18-20 months.

thus allowing political pressure within the U.S. electorate to build to the point where no President-Elect, then newly inaugurated could possibly continue current policy in the face of overwhelming public pressure. (especially if the violence level is so low that "Victory" can be declared)

of course, the thousands of mercenaries (ahem.. 'independent contractors') will stay and probably multiply (the money is just too good) but once U.S. forces are withdrawn, especially stateside, the likelihood of them being reinserted is very small.

and after all, what is a year or two to a millenia old conflict?

'tis but a coffee break.

and they can use a couple dozen months to retrain, re-arm, strategize, etc...

but, that is assuming that they WANT the current conditions to change.
